The Minister of Legal and Constitutional Affairs, Hon. Marlene Malahoo Forte, has announced the commencement of work on a comprehensive digital information portal for Jamaica’s laws.
Funding for this initiative is sourced from the World Bank under its Foundations for Competitiveness and Growth Project (FCGP), signaling international support for Jamaica’s legal infrastructure.
European expertise
The contract for the development of the Jamaica Legal Information Portal has been awarded to the European consulting firm, Softengi, as disclosed by Mrs. Malahoo Forte.
Progress has been swift since work began in February of this year, with a draft design of the portal already in place.
Ahead of schedule
The Minister expressed satisfaction with the pace of development, noting that Softengi appears to be ahead of schedule.
If this momentum persists, user acceptance and testing could commence by the end of the current calendar year.
Mrs. Malahoo Forte emphasized the portal’s pivotal role in facilitating engagement on law reform issues in the digital era.
These revelations came during Mrs. Malahoo Forte’s contribution to the 2024/25 Sectoral Debate in the House of Representatives on Tuesday, June 11.
The Minister outlined plans for engagement aimed at gathering insights from both the public and the Ministry, crucial for shaping effective law reform proposals.
Enhanced accessibility
The portal aims to significantly improve public access to Jamaica’s laws while educating citizens on legal matters.
It will serve as a platform for individuals to express their views and inquire about the status of laws, enhancing transparency and public participation.
Comprehensive features
Advanced search functionality and expanded availability of laws in various formats are among the portal’s features.
Special attention will be given to facilitating access to Jamaica Gazette publications and providing updates on significant judicial and legislative developments.
Transformational tool
Minister Malahoo Forte highlighted the portal’s transformative potential, citing its ability to streamline the process of identifying gazette notices and laws.
Additionally, the portal will incorporate court judgments, further enriching its utility for legal practitioners and the public alike.
